End of Year - Collective Agreement Provisions to Note

As the end of the year approaches, we wanted to send this reminder of what leave does not carry over into the new year - i.e. you need to use it before the end of the year or lose it.

We also wanted to highlight a few other parts of the collective agreement that are affected by the end of the year such as the recreational allowance and benefits.

  1. Public Holidays

You want to know which days over the holiday period are public holidays?  Go to Article 18.01, Statutory Holidays. You will find that you will be off on December 26, and New Years Day.

However, in 17.18 we also have Holiday Season leave which gives non-essential employees paid leave in the period between December 26th and January 1st.

This year because January 1st falls on a Sunday, we will get Monday January 2nd as paid leave.

  1. Leave that does not carry over

When planning to take annual leave, consider what leave does not carry over into the new year and take it before you dig into your accrued overtime or vacation (which does carry over).

Here are the leaves that do not carry over from one year to the next:

  • Stress leave - article 40.13 (stress leave can now be taken before or after other types of leave)
  • Volunteer leave, 17.09(d) - in the collective agreement as “leave for civic responsibilities"
  • Floating day 18.01(b)
  • Heritage day 18.01(m)
  • Leave with pay for family-related responsibilities - 17.09(b)
  • Leave with pay for personal responsibilities - 17.09(c)
  • And several other specific leaves indicated in Article 17.
  1. Recreational Allowance (40.13)

The last pay of the year, indeterminate employees will be paid the $800 recreation allowance under 40.13(a).

However, if you are in a term position please note that you have to request the allowance by filling out the attached form and submiting it to your supervisor.

You can also find it on the intranet in HRIMB, Pay and Benefits, Forms. The allowance will be pro-rated for every month of the year you worked at PSAC.

  1. Benefits

If you are wondering how much of your annual benefits such as massage therapy, ortho, eyewear etc. you have left to be able to use, the coughlin app has a dashboard that helpfully keeps track of this for you. Please note that the app will no longer support Internet explorer.

We hope this helps! If you have any questions as you prepare for the end of the year, don’t hesitate to reach out to us at unifor-2025@psac-afpc.com
